It is LEGAL, but colleges/universities can make their own POLICY. Their policies, however, are not laws.

(2) A nonprofit college or university.

institution that is accredited by an accrediting agency
recognized by the United States Department of Education.

Now you have me confused. This says nothing about firearms. Not sure why your question was asked. It is still legal to carry on college campus.
