    As far as the buried tanks and to keep them buried when there is a high water table.
    They poured a couple of concrete anchors with anchor bolts or studs. then there are 2, 4" X 3/8" thick steel bands that go over the tank and hook to the concrete.
    Also depends on amount of earth over the tank. get enough and it will stay down.

    Wife's family had one in East Tennessee. My F-I-L is a retired nuclear engineer from Oak Ridge (part of the Trinity Project.) The area did a bumper business in fallout shelters at one time.

    It seems like theirs had a tendency to flood, I'm told.

    If attached to the house, can it be taxed as square footage?

    Anything that is "permanent" can be taxed, including a deck, concrete pad or mini barn. Most anything you need a building permit for will be taxed.
