Like the AWB, it is probably introduced every congress waiting for the right "mood" in the country to have any traction. I do not think it would ever have enough support to get ratified by enough states to become law. Like the latest vote out of the Senate to give DC voting rights, which was un-constitutional, the process of amending the Constitution is a difficult and lengthy process which many do not take lightly. Also, there are no co-sponsors to this.

I guess my question is, "Who are these people anyway?"
