    This is a dispicable act and immoral in all facets. It is seen in every neighborhood, to different extents. Some locales (jurisdictions) handle the situations better than others. In general reference, the voting (or the non-voting) history of these locales. I have to question as to where and what extent, neighbors and bystanders could(should) have intervened. We stand together, or fall together.
