    There is no doubt that uppers will be banned by the ban we are not going to have, and we know nothing about.

    Downers on the other hand will still be legal, and despensed by the news media.

    Under the old ban, you could have bought an upper. However, if it had a flash hider and a bayonet lug and you put it on a "post-ban" receiver, you'd be breaking the law.

    The old one really was a "weapons cosmetics law," except for the mag capacity issue.

    If they do a new one, I suspect it will be a lot more stringent.
