    A friend who lives in Nebraska said their newly passed Constitutional carry law only applies to residents. So none residents would still have to have a carry permit from their state that Nebraska honors.

    I hope he is mistaken.

    I just read through the text of the bill and the only major restrictions, aside from location restrictions, are that the handgun must be concealed and “a person” cannot be a minor or prohibited person. A minor is a person under 21, but there is an exception that allows by 18 yo and up if a member of the Armed Forces, the National Guard, Reserves, ROTC, or a peace officer.



    The bill also establishes state preemption over firearms.
