This is 100% top down. The ONLY time I could see this coming from an employee is if they were being relocated which would be fairly rare to have someone being forced to relocate and also caring about being able to kill their own kid.
It’s really more about companies losing workers over raising kids and having to pay for pregnant workers instead of just killing the kid(s) and staying as a productive economic unit for them.
Sad but true…
