Just like the meme said, people moved close to the track, then complained about the track.

Same thing happens with airports. They just bring in too much revenue for the government to close or move them.

They've even moved toll booth plazas.
People bought up land near them because it was cheaper.
Then complained about the noise.

The the taxpayer spends money to move the plaza.
