Asylum seekers aren’t by definition illegal. In fact the people seeking asylum to which part of this money is intended, are currently in Mexico at a migrant camp waiting on decisions.
Now, if you want to argue that we shouldn’t be granting asylum to those people, there are multiple valid reasons; but to good Rep’s statement is misleading.
