That's mostly for truck drivers. Once the rest area fills up they'll start parking anywhere. Indiana rest areas have the same thing.

I think the photo is actually a shopping mall parking lot, there's a stop sign in front of every crosswalk and there's crosswalks every 200 feet!

So the truck drivers cannot figure out three no parking signs, they need 30?

And yes, i know what they are for, just think it is completely stupid.
