I believe that it's awful small for a hide scraper.

You never heard of rabbits or squirrel, lol? They had scrapers of all sizes, from the size of your hand down to 1967 Lincoln CENT (pennies are used in England, not the US) size. I have seen others that small, and figured that they were for finishing up small hides.
