I suspect the intention of this tax is to raise money to pay someone. I figure a "research" company greased the greasy politicians to pass the law to raise funds to fund the "research" company. I wouldn't be surprised if the "research" company also promised a juicy position to someone's kid who just graduated college and needed a paycheck.

The companion law requires reporting of lost or stolen firearms. It's great that we'll finally have some statistics about boating accidents!

It would be funny if it weren't true. There are tons of law school grads who are having trouble finding a job that will let them dig themselves out of the deep pit of debt.

Seattle is About to Pass a New Law That is Sure to Have Second Amendment Supporters Up in Arms

Seattle city council president Tim Burgess argues that the tax, which is expected to generate $300,000-500,000 per year, will provide the city with funds to research the causes of gun violence.

I do not see the need to spend $300,000-$500,000 for research. It is not Gun violence, it is violence..

I'm sure John Lott could do some good with a 500,000 grant but probably not the type of researcher they are looking to fund.
