It's an aimpoint comp M4.That looks like a light to me. And that is something that almost certainly would have been mounted by the armory and not the individual soldier/trainee/whatever.
I'm sure that won't affect the zeroIt's an aimpoint comp M4.
I checked in with some folks regarding reasons for this happening and apparently some racks the army uses are from the m1 garand days. To place an M4 in them you must remove the optic, and to keep the optic with the rifle they typically attach it under the fore-end.
