DISAPPROVED 10/21 apparently I omitted part of the serial number. The "SER" part before the number on the receiver. I attached a photo of the receiver with the resubmission.

Resubmitted 10/26 had to pay again, and mail new fingerprint cards too - I "asked the experts" and they said they could not transfer prints from one application to another.
