    SEC. 599E. PILOT PROGRAM ON SAFE STORAGE OF PERSONALLY OWNED FIREARMS.

    (a) Establishment.--The Secretary of Defense shall establish a
    voluntary pilot program to promote the safe storage of personally owned
    firearms.
    (b) Elements.--Under the pilot program under subsection (a), the
    Secretary of Defense shall furnish to members of the Armed Forces
    described in subsection (c) secure gun storage or safety devices for
    the purpose of securing personally owned firearms when not in use
    (including by directly providing, subsidizing, or otherwise making
    available such devices).
    (c) Voluntary Participants.--A member of the Armed Forces described
    in this subsection is a member of the Armed Forces who elects to
    participate in the pilot program under subsection (a) and is stationed
    at a military installation selected under subsection (e).
    (d) Plan.--Not later than one year after the date of enactment of
    this Act, the Secretary of Defense shall submit to the congressional
    defense committees a plan for the implementation of the pilot program
    under subsection (a).
    (e) Selection of Installations.--Not later than two years after the
    date of the enactment of this Act, the Secretary of Defense shall
    select not fewer than five military installations at which to carry out
    the pilot program under subsection (a).
    (f) Duration.--The duration of the pilot program under subsection
    (a) shall be for a period of six years.
    (g) Report.--Upon the termination of the pilot program under
    subsection (a), the Secretary of Defense shall submit to the
    congressional defense committees a report containing the following
    information:
    (1) The number and type of secure gun storage or safety
    devices furnished to members of the Armed Forces under such
    pilot program.
    (2) The cost of such pilot program.
    (3) An analysis of the effect of such pilot program on
    suicide prevention.
    (4) Such other information as the Secretary may determine
    appropriate, except that such information may not include the
    personally identifiable information of a participant in such
    pilot program.
    (h) Secure Gun Storage or Safety Device Defined.--In this
    subsection, the term ``secure gun storage or safety device'' means--
    (1) a device that, when installed on a firearm, is designed
    to prevent the firearm from being operated without first
    deactivating the device;
    (2) a device incorporated into the design of the firearm
    that is designed to prevent the operation of the firearm by any
    individual without access to the device; or
    (3) a safe, gun safe, gun case, lock box, or other device
    that may be used to store a firearm and is designed to be
    unlocked only by a key, combination, or other similar means.

    SEC. 599F. REPORT ON NON-CITIZEN MEMBERS OF THE ARMED FORCES.

    Section 147(b) of title 10, United States Code, is amended--
    (1) in paragraph (8), by striking ``and'' at the end;
    (2) by redesignating paragraph (9) as paragraph (10); and
    (3) by inserting after paragraph (8) the following new
    paragraph:
    ``(9) shall submit to the congressional defense committees
    an annual report on--
    ``(A) the number of members of the Armed Forces who
    are not citizens of the United States during the year
    covered by such report;
    ``(B) the immigration status of such members; and
    ``(C) the number of such members naturalized;
    and''.

    SEC. 599G. REPORT ON INSTANCES OF ANTISEMITISM.

    The Secretaries concerned shall submit to the congressional defense
    committees a report that identifies, with respect to the equal
    opportunity programs under the jurisdiction of each Secretary
    concerned--
    (1) all administrative investigations into allegations of
    antisemitism; and
    (2) all substantiated instances of antisemitism.

    I am not positive that this is the correct part now. The letters to the appropriate members of Congress notes Sec 1075, but that is not correct and doesn't mention the pilot program for safe storage.

    Aren’t personal weapons required to be stored in the armory when living on base? Feel like I heard that.
    Maybe it's for off base.

    Skylar Nemetz had a gun locker, but it didn't stop him from shooting his wife.

    My main objection to this is the cost and paperwork of compiling all the statistics to prove it doesn't actually reduce suicide rates.
    I guess maybe it could if the GI Joe locks up his guns before he goes away and leaves a depressed new mom home alone... I don't know, but simply giving a locker or padlock thingy to a willing person then asking them two years later, "Did you kill yourself?" seems pretty weak as far as gun control is concerned.

    I'd rather spend that money on making sure servicemen get good mental health care.

    Well from experience you get volunteered for things you don't want to do. If you don't comply they will make you wish you had many times over. So saying it's voluntary is false. It will be enforced with incentives of why you don't want to say no.

    The NDAA plays a crucial role in ensuring our nation’s national security, and I support the enactment of a bill that provides essential funding and resources for the Department of Defense (DOD) and the men and women who bravely defend our nation. While I voted to advance the Fiscal Year 2023 NDAA, this authorization is imperfect. I remain strongly opposed to the safe storage pilot program and I was proud to cast my vote against this provision when it was independently considered on the House floor. I am a firearm owner and lifetime member of the National Rifle Association, and I am passionate about safeguarding the fundamental right of all Hoosiers, especially those who have served our nation, to protect themselves and the people they love.     I forgot to add it will definitely be off base because all personal firearms are supposed to be turned over to the Armory if you are on base. Unless you are going hunting, range practice, or going on vacation that's where they remain.
    The armory thing is typically if you live in the barracks, if you have family/on post housing you can have firearms but they all have to be registered with the Provost.

    Dear Mr. Smith,

    Thank you for contacting my office regarding section 595 of H.R. 7776, the National Defense Authorization Act (NDAA) for Fiscal Year 2023 — a portion of the bill that I, too, strongly oppose. I appreciate hearing from you on this important topic.

    Let me begin by saying that I am an avid hunter, a National Rifle Association member, and I stand in full support of the Second Amendment. In the Senate, I will oppose any efforts to restrict the rights of law-abiding gun owners and will protect their ability to defend themselves and their families in life-threatening situations.

    Every year, the United States Congress reauthorizes the National Defense Authorization Act to provide funding for the United States' military operations. The NDAA is often described as "must pass legislation," meaning that its passage is necessary for an important part of our government to function. Section 595 of this year's NDAA establish a voluntary program to promote safe storage of firearms for service members by instructing the Department of Defense (DOD) to provide participating service members with gun safes and/or gun locks free of charge. DOD would also be required to submit a report to Congress detailing how many safe storage devices were provided, the cost of the program, and the effects of the pilot program on suicide prevention.

    On December 15, 2022, the United States Senate voted to advance H.R. 7776. While I believe defense is the most important job of the federal government, American national security is also threatened by our over $31 trillion federal debt and unsustainable annual fiscal deficits. If we are to return our nation's budget to balance, Congress must be willing to make targeted spending cuts across the board. I voted no on H.R. 7776 due to the fiscal impact of the legislation on our nation's already unsustainable debt.

    I recognize the substantial concern that Section 595 may serve as the foundation for broader safe storage programs or mandates from the government. While I recognize that the responsible handling and storage of firearms is the cornerstone of gun safety, I also understand that it is solely up to law abiding Americans to determine where and how their firearms are stored. You can rest assured that I will stand in opposition to mandatory safe storage proposals initiatives and proposals on the federal level. I will keep your comments in mind as I continue to evaluate the NDAA for FY 2023.
