The only load data on the IMR/Winchester site is for 124gr hbrn and these are flat base round nose fmj.
Where do I start work ups for these?

I've got a bunch of these projectiles.

    What powder?

    Edit: http://www.hodgdonreloading.com/ , Pistol, Step1-9mm, Step 2-126 and 125, Step 3-All, Step 4-All.
Scroll down and click the +'s for 124 and 125 FMJ to expand them.
Under the bullet weight select 125gr. It'll give you LCN, HAP/XTP, and Sierra FMJ data.
    ^^^This. use the 125gr info.

It would also be a good idea to get a few reloading manuals to have a variety of sources with additional loadings and to confirm loads. Not necessarily in this instance but errors have been known to occur online and the providers can be slow to correct them.

The Lyman 50th Edition manual gives 3.8-4.5gr of Win 231 for a 124gr jacketed bullet.

When looking at other sources you can also use Hodgdon HP-38 data as it is the same thing as Win 231.
