Seeing a lot of my reloading sites specifying that bullets are not loaded ammo. Even a local gun shop has rope across the bullet aisle with a sign hanging on it stating, this aisle is not loaded ammo

Back when the current insanity was just getting started early last year I was in the checkout line at BPS and witnessed something along these lines. The customer in front of me placed a bag of 9mm brass on the counter and the following conversation took place.

cashier "Did you find everything ok?"
    customer "Yes, I did"
cashier "Do you need anything to go with these, powder, primers, bullets?"
customer "No, these are what fit the pistol I just bought, this is all I need"
cashier "These are for the pistol you just bought?"
customer "Yes, it's a 9mm, these are 9mm, all those people are up there packed in that one aisle and just a couple aisles over there are bags of these and no crowd. All they have to do is look around like I did."
cashier "These won't just work in your gun, they're not loaded ammo."
    customer "They're 9mm, my gun is 9mm, I know what I need!"
    cashier "Ok, that'll be...."

The customer paid and left, the cashier looked at me and I just said, "you tried, it's all you can do." Just hope that person tried their "ammo" before they "need" it.
