Is "lock thread" the same as closing a thread?

Is "lock thread" the same as closing a thread?
I ask because I can't find the "administrative" function on a couple classifieds I need to close.
I know I've used it before; just can't find it today.

ark the item Sold visibly and lock it.
Its not as good as the old way but its what we have....

I don't think that either of these two options have been completely eliminated from the equation.
