My 13 year old son has a i phone. I pick him up yesterday and he is telling me about some new apps he downloaded. One of them was a police scanner that picks up various cities around the nation. Indy and Hamilton county were listed with many other areas of the state. I have always been told it is against the law to have a police scanner in your car. If so how would the law apply to something like this? Just wondering.

It looks as though that app consumes publicly-available audio streams from the internet. In other words, the police of the various areas are streaming their radio traffic to the web. So it's not exactly a true scanner... which would be difficult considering the iPhone doesn't have that sort of radio in it.

As far as legality of police scanners in your vehicle, I'm sure that's something that varies by state or jurisdiction.
