As @Leadeye would say, follow the money. I would add power. There is nothing to gain by controlling criminals other than bigger prison costs. There is much money and power turning on controlling the rest of us.

The reason they come after us is because we keep resisting their efforts to control us. It certainly is most definitely about power and control.
