I‘m fairly certain if a steel company asked they would get incentives from government for their buildings and operations as well. It is very common.
Well, first, only VERY LARGE companies get those incentives.
Second, a tax credit is NOT buying them a building.

The idea that the Bears, with its fan base has the smallest NFL stadium at just over 61,000 is insane.

Colts fans may not be familiar with this concept, but even when the Bears are terrible, they sell out nearly every game and would sell out if they had 80k capacity.

That the Bears want a modern facility with higher capacity that could host a Superbowl is understandable. The City has it within its power to keep the Bears from moving, but it looks like they won't. City's loss. As for the "taxpayers being screwed", they voted for the administration that made the improvements to Soldier Field and the current administration which may lose the Bears.

Funny fact, there is a Chicago mayoral campaign going on right now. Coincidence?

Just like every other enforcement. Selectively to bring as much attention to it as you can .
There is a mayoral election in Chicago in a couple of weeks and not one of the candidates has pledged to go after anyone outside of the city that uses Chicago in its name. Cowards and tone deaf all of them and probably getting kickbacks to not go after the scofflaws If they could only solve that problem they would be on their way to solving the rest and lesser of Chicago problems.

I wonder how they're going to deal with traffic?
What kind of crowds did the race track have?
The racetrack held around 35,000 so figure double that. Traffic is a nightmare anywhere near Soldier Field on game days backing up all the downtown expressways. Its been 15 or more years since ive been to Arlington on racedays but it is fed from 4 directions and those streets were very wide like 4 lanes in each direction.

There is a correlation to the positive growth of Indy and the efforts to promote sports in the area, first amateur, then professional. That tide lifts all boats no matter if one wants to admit it or not…

That may be true that there's a correlation. It doesn't mean whatever positive growth Indy has had is because of that. But anyway, the chamber-o-commerce type folks like to pretend a lot and they've got some sharp cronies do the numbers. I would not trust the word of someone who has something to gain by lying. Not not a lot different from trusting drug companies to tell you the numbers about how safe and effective their products are.

Why is that even a thing? Should NY sue everyone who has a New York style pizza? How is that a negative. What damages would they sue for? There's a Chicago's Pizza place in Louisville. How is that bad?

I trust my eyes. Again, the correlation is indianoplace before the Colts arrival.
