It wouldn’t surprise me to see the legislature exempt Marion County from the preemption statute. It’s not like the State make special rules for different municipalities throughout the the state.

I agree, before I moved out of Marion county last year, I sensed a great level of frustration over the wins democrats have experienced in Indy of late.Given there was serious talk of the state taking over law enforcement in Marion Co after the riots, I doubt it. The state wants more control over the capitol city, not less.

Suprisingly the article had some good quotes and some of its own points on the prosecutor. Including that Marion County voters voted for what they are getting...“The failure to prosecute, and the failure to track individuals,” he said. “About 65% of all suspects and violent crime, just in Indianapolis alone… had been in the system before… have committed a violent act before. I think we’re missing an opportunity to pay a lot of attention to that individual with a high probability of committing another violent crime.”
Carter is a ****ing choad, believes he is above all other LE in the state, and does not believe in individual sovereignty or true constitutionalism. He’s the biggest voice preaching against Constitutional Carry and calling for increased tracking and surveillance of Indiana citizens. He is a true statist in definition. The ONLY thing he was close on was the fact that Mears won’t prosecute and that’s a big problem.

Just a random thought, not sure of how it might actually work....
I grew up with IPD. Many moons later, IPD and Marion County Sheriff Dept. merged, voila IMPD. It seemed reasonable (at the time to a younger Manifest Destiny) given unigov and awkward overlap, budgets and such. Perhaps, maybe, IMPD is eliminated and Marion County is policed solely by an elected Sheriff and his deputies, somehow cutting the Mayor, whomever that may be, out of the law enforcement business. The people get to vote for who polices them and, importantly, what areas of enforcement are focused on. That wouldn't address a derelict prosecutor (he's already subject to voting) but it would eliminate the de facto edicts from Hogg****er and any future successors. I'm not suggesting all current IMPD officers be let go, just reassigned to a county equivalent position that isn't controlled by a Mayor, but rather responds to the citizen voter via an elected Sheriff. It'll never be perfect but what Indy has now is failing, various reasons to be sure. But the two biggest reasons seem to be politics at the top coupled with a derelict prosecutor. We can eliminate one of those reasons by simply returning policing to citizens via an elected law enforcement officer.

Yup. In a democracy you get the government you deserve.Ultimately I don't hold Hogsett or Mears responsible and I don't think structural changes are the solution (but they might help).
Mears won reelection by 18 percentage points in spite of his record. Hogsett was elected in 2015 and reelected in 2019. I'll wager he wins again this fall. Marion Country has the government it voted for.
The responsibility for who governs lies with the voters. These guys both want to keep their jobs and their current management style works well for that.
