Yep, so he's looking to put conditional laws into effect that would become effective as soon as preemption would ever get repealed/changed so he can say he did something (which he hasn't) and blame the state for his inability to control crime. What a joke.

I'm not surprised.
I remember many years ago when Rozelle Boyd on the city council pushed a similar thing, and wasn't successful.
BUT looking at this newest attempt at banning guns, it makes even more sense why in Indy, all guns that go into their system are refused to be returned as long as they can.

Indy is on pace for another 200+ homicides this year.

When it was at 50 about 20% of the homicides were justified. That is significant, but will get swept under the rug.

As of last July 1, police across Indiana were rendered mostly powerless to inquire about the legality of the possession of a gun unless officers were investigating a specific crime.
