Attention, PNC Bank Online Banking Customers, Russia?

After many years, suddenly several weeks ago, my wife found she was unable to log on to her PNC Bank online account.
It would just time out.
If I completely opened up my firewall, she could log on just fine.

I NARROWED down today that her computer needs to have access to Russia's IP Address block for PNC Bank's online site to work!!
It does the same thing on every computer on the network.
WHAT IS PNC BANK DOING?

My firewall blocks in or out access on my network to the usual suspects,

I have my business account with PNC, and starting a couple months ago I would have to get an authorization code every time I wanted to log in. I called and was told they are doing that indefinitely. Never given a reason why.

I own stock in PNC and had to call the 800 investor line to be able to access my account. First time this has happened as usually it's my VPN but this was definitely weird. I thought it was me and glad to hear others were experiencing the same effect.
