A bigger slap is the fact that the funding they receive is in proportion to the number of voters they register. So each "Mickey Mouse", "Jack Daniels", "Bugs Bunny", and every member of the Dallas Cowboys starting lineup they register puts more $$$ in their pockets, whether they show up to vote or not.
