    Takes about twelve years or more to draw a tag.

    Sitting on 9 at the moment. It make me eligible for some decent areas, but not yet prime......then there is the need for a big stroke of luck to get drawn as a NR...then land...and on and on.

    Nonetheless, glad I started putting in for points some time ago.

    States are so stingy with their bear hunts.

    I've been looking for one for about a year that's not a lottery or crazy expensive
    Pennsylvania has over the counter bear tags but success is pretty low. Some western states have over the counter or leftover tags for purchase as well. Most of Canada doesn't require a draw either.

    Don't overlook all lottery hunts though, some have really good odds of being drawn.

    Montana has over the counter black bear tags for $19. One per resident customer. Elk hunters frequently come upon a black bear, due to the incidence of gut piles. Said black bear would be slain and the elk hunter would then take an emergency trip to town to buy a tag. Or maybe there would be one bear tag in camp for community usage.

    Some resident hunters out west (my family) are notoriously cheap.
