Obama didn't attempt such a thing because he knew that the president had no such authority and that congressional Republicans would call him on that fact. Trump did it because he knew that congressional Republicans wouldn't stand up to him. Had Trump been reelected, I think he probably would have done even worse by now.
Obama had a pen and a telephone. The more likely interpretation is, he didn't attempt it because he didn't know what a bumpstock is.

Trump screwed it up all on his own, and he set the precedent that a president can redefine what counts as an NFA item.
Unfortunately the precedent you refer to began with W and went anabolic with The O' Great One. Presidents Kings have been waving a magic Executive Order wand (made in China) to create law. Many presidents have used EO before buda budda budada W, aka The Decider. But it is he and those after that have turned EO's in to a de facto light saber able to cut through any and all dissent legal or otherwise. And worse still it has trickled down to Gov's, Mayors, Councils and Boards. It's way too much at this point.
To the OP. Wow! That's a fun read from the judge. Maye his sanity will rub off on the other black-robe peeps.
