Not illuminated, but i have used the Vortex Diamondback tactical 4-16x in base class and it worked well. You may have a difficult time finding all the features you need plus illumination and staying with in the MSRP rules of base class. Be sure to get a recticle with useable sub-tension lines...
If the action and barrel is the same as the standard RAR , I would not expect anything fantastic. I bought a compact for my son to shoot base class NRL matches and my older 10-22 will out shoot the RAR compact.

I agree on the 1-4 power range if most shots are under 200 yards. 4x should be plenty. Things can happen fast and close when coyote/fox hunting. Over magnification can take you out of the game.
Did anybody notice that the Ruger 10/22 on page 4 of the Dick's black Friday add appears to be a 10/22 magnum not a standard .22LR. It has the machined notches on top of the receiver for the Ruger rings and what looks like to me to be the larger ejection port.
I have not shot the 10-17mag but I have shot a 10-22mag. It was reliable and reasonably accurate. I would guess the Savage on average to be more accurate. I dont know that it is fair to compare a Ruger semiauto to a Savage bolt action though.
Nice rifle! You may want to take along a couple of standard 10rnd magazine "just in case" on the 19th. My experience has been the longer magazines can sometimes interfere in some of the shooting positions. I dont think you will need more than 10 rnds in a magazine at a Appleseed but I may be wrong.
