      I don't see the issue. $16k per rifle, an $80m contract, no termination of hundreds (or thousands of employees) - no need to invest in a new state, new workers, etc.. Seems a lot riskier for them to leave than it is to stay. I see common sense as opposed to a lack of integrity.
