      Cass county permit application issue/question

      Does anyone know if it is legal for a sheriff to refuse to process a permit application without meeting with the individual applying? This is the case with the Cass county sheriff and I am wondering if this goes against Indiana law. I was told he likes to do this with all applicants but...
