Probably. I'd use a Hi-Roc straight flute in the diameter you want. Or, you might use a carbide, two fluted, center cutting end mill run in a Bridgeport Mill. One thing you are definitely NOT going to do is; hold it by hand and drill it with a hand drill.....
After watching some of the people survive on mice and rats on the series "ALONE" and "Naked and Afraid", I might just throw a few modified rat traps in my survival gear. There are plenty of modifications on You Tube.
