      As long as the address on the DL is an Indiana address, yes. Im not sure how you could get an INDL without an Indiana address. EDIT: And if they are a resident but dont have a DL yet, its fishy. Their priorities are out of order if buying your gun is higher on the priorities than getting the DL.
