They don't have to do that. There were license plate readers and cameras installed all around the fairgrounds by the Lake County Sheriff's Department. They can do it from the comfort of an office building. They were made famous during "Operation Scarecrow".

The rechargeable batteries are great, for MOST devices. For high-drain devices, they sometimes don't work.
The only reason I know about the difference in size between those batteries is because I've made the same mistake myself. They look almost identical.
