Ok. I just tried a different tract.
I just called the Governor's office and got a human.
I told the polite lady I called to ask if she could tell me what the Governor intended to do with it. Did he intend to veto it, or let it pass on it's own?
She told that all she could say was that he had not taken action on HEA1296 as of yet.

I told her I knew he had not taken action because I was watching Bill Watch.
She said she could pass on my comment, but not tell me what he intended to do.

I think it took her by surprise
Yes, I told her he needs to sign it into law, immediately.

Here’s my prediction (subject to change, of course!):

He has a veto letter prepared, but won’t use it unless he knows he has the Senate flipped. If he can’t flip the Senate, he’ll let it become law through inaction.

It sure doesn’t look like he’s operating on any of his own moral convictions, or any decision would have come much sooner.

HEA1041 should be as much of a slam dunk as HEA1296. The fact that it doesn’t seem to be is troubling.
For sure. I think good old Rinny Rino Eric is having some heartburn over these... Very telling indeed. Squishy on the important stuff or he is 'vapor locked' in his thinking. Not quite the type of 'R' we need at the US Senate. :noway:

I'm surprised the can figure out what color of socks to wear in the morning... At least Downtown Lizzy B was passionate about her hatred of now HEA1296. She needs to loan her brass pair to Rinny Rino Eric. :lmfao:

Just wrote another note. Before they have been short. Today called for a lengthy one!

    Dear Governor,

I'm writing to express my thoughts and support on HEA1296. I am a born and raised Hoosier from Madison County. I left for the military at age 18 in 1996 and it wasn't until this past summer in July 2021, I decided to return to Indiana to live again permanently (Indianapolis). You are not making it easy to sit back and not run for office. I lived in Virginia most of my adult life, considered a political office in Congress before deciding to move back here and as you know, Virginia is not a Constitutional Carry state but they do not require a permit to carry openly. In all my time living in VA, I never saw anyone who carried openly, commit a crime. The crime rate was low for the overall state and the concealed permit process was much easier than the experience I am having here. You're letting a city or two of bad apples influence those who oppose this bill. The crime in such places like here in Indianapolis have been there and will be there, needing a permit or not. You're a smart man. A criminal doesn't care about the law. They will commit crime with or without HEA1296 being passed. This bill isn't about the criminal. This bill is about the thousands of law-biding, registered voters who have the constitutional right to carry. This bill is about all of those who voted for you and those in your party. It's not going to make the streets any less safe. Statistics from all over show that crime hasn't changed.

I am embarrassed that a state such as ours has such a strict permit process and now that am back and I living in Marion County, I'm learning it's a very lengthy process. I have had a concealed carry permit since I was in my late 20s. I had a VA concealed carry permit leading up to my move back to Indiana and in August of 2021, I applied for my Lifetime handgun permit. I took the appropriate steps of filling out the application and getting my fingerprints in August and immediately set an appointment for my local prints and the city services building downtown and wasn't able to get an appointment until SIX MONTHS LATER (February 2nd.) I even went as far as paying for my own background check since I had been away for so long and found I had no criminal record here. That was obvious.

Why do I need fingerprints? Why do I need two sets of fingerprints? How is it, I can go to a gun store, fill out the Form 4473 to purchase a firearm, and walk out with the firearm in 5 minutes or less after passing a federal background check and I can't carry that gun to protect myself and my family? Why is it after 8 months, I still haven't received my permit but my family member in Hamilton County only took a week to receive theirs? Why do we have this law of needing a permit to carry that overrules my constitutional right to keep and bear arms? This is one reason why I support the signage of HEA1296.

I thought you were a true Republican but now having moved back, I'm finding out the opposite of what you run on. As with many other politicians in this state, running on the support of the 2A platform but stabbing your constituents in the back when it comes time to sign a bill supporting 2A.

It's time you take action on this bill and sign! It won't look good if you VETO and it won't look good if you let it sit. There are thousands of people watching the outcome of this bill. This would a political disaster for your future and those who voted Nay are going to know this when it comes time to vote. They have sealed their political fate by opposing this bill. There are a lot more who support HEA1296 than those who don't. Your political future is at the hands of this ONE bill, I can guarantee that.

You should have a better sense of this seeing that your spouse is a certified NRA instructor and the NRA has been pushing Constitutional Carry all over the country. If you don't sign this bill, I will push with the help of my NRA lobbyists to revoke her certification or deny renewal.

The time has come for you to step up and lead like I had hoped an Indiana Republican Governor would. Support and sign HEA1296. Show the majority why they voted for you. Your political future is at stake!

If he doesn't sign it, I think he can still tap dance his way around it in a future political life.

If he vetos, he's politically doomed. Like his buddy Pence.

I like your overall message, but threatening his wife’s rightfully-earned credentials is a bit of a low blow, wouldn’t you say? We’ve got the moral high ground. Let’s keep it.

I was pondering HEA1041 and HEA1296. Thinking, hypothetically… if one was deciding these issues based on political motives (rather than one’s own convictions or those of his constituents), why would a Republican not sign both into law promptly? I know politics can be a dirty business and a lot happens we serfs never hear about, but what could the possible motivation be for vetoing or taking no action on these bills? Seriously, I guess I’m asking those with more insight to imagine they’re down in the mud on these things and what in the hell could be happening behind the scenes that would cause a Republican Governor in a state like Indiana not to sign these promptly into law???

Same here... 1- he is getting some bad (IMO) political advice or 2- he truly does not believe in what those bills stand for.

As for HEA1041, this could be a clue why he is not signing it:

As for HEA1296, I'm in agreement with the idea he is letting it sit until becomes law. Like @miguel said above: If he doesn't sign it, I think he can still tap dance his way around it in a future political life.

He's riding both sides of the fence. Look at how many R's went to the L side in the last election, yet Holcomb came out with a ton of votes(D voters gave him their endorsement). I think a lot of D's stepped away from Woody and went to Holcomb because he was playing both sides of the fence. He's been calculating the move to a seat in D.C. for a while. Signing HEA1296 would be a nail in the coffin from all those he pulled in from the left side of the fence in the last election.

Carter's speech was disturbing from start to finish. Telling us that he believes that US criminal justice system is built backwards by "We are guilty of every crime until we prove our innocence." And asking the legislative branch to collude with the executive branch by considering the people who came before him (the gang and detective folks) to have the most weight.
Is there any video of the testimony?

You’re probably right about ISTA. I’m tempted to write a scathing rebuttal to that webpage.
