    I don't know. I've read about other groups that worked with them being upset about not getting paid by them. There is even a darkweb court where these groups can sue each other.

    Why would you assume steel mills aren't under cyber attacks?
    All companies are under attack. If the mill had been hit by Ransomware like these companies were, you would be down. Even if they were, it wouldn't fall upon you to decide whether it is better to pay a multi-million dollar ransom or stay down for some undetermined amount of time. In some cases, the companies are so unprepared, that they are unable to recover without paying.

    How much do you think the mill would lose a day if all operations were down? We are probably talking all locations, not just yours. A prepared company will probably be down for at least a week recovering from one of these attacks, probably more. Now estimate how much they stand to lose in total.

    The key to fighting these guys is a lot of preparation. It requires rethinking the way IT has been run until now. Not easy things in a corporate environment.

    I realize it wouldn't be up to me.
    And they are very big on the preparation part, due to industrial espionage.
    One might even call them paranoid.
    Though I wouldn't call them that now.

    When you pay for hostages, you get more hostages taken.
    When you pay pirates, you get more pirates.
    Either businesses need to join together similar to when they'd pay private police (but instead go after hackers), or start petitioning the .gov to get off its rump and fix it.
    Hunt down a few.

    Cause otherwise, we're gonna watch our nice complex luxurious system come crashing down.
